“The pesticide industry has encountered the most serious difficulty this year.” This is the voice from the expert workshop of pesticide industry management and development jointly held by the Institute for the Control of Agrochemicals, Ministry of Agriculture (ICAMA), and the journal of Pesticide Science and Management on December 8, 2009. At the workshop, officials, experts and representatives from MOA, the Ministry of Industry and Information Technology (MIIT), China Agriculture University (CAU) and enterprises assessed the current situation of pesticide industry and discussed its future development in the coming years.
The participants at the forum concluded that there was still an increase in the output of pesticides, a thin drop in the demand and prices, with improvement of pesticide quality and enhanced supervision over the market. They suggested that the following problems should be addressed in the days to come.
The innovative capacity of pesticide techniques remains weak. Li Zhonghua, Vice President of the Central Research Institute of China Chemical Science and Technology, pointed out that China had only owned independent intellectual property rights over 32 varieties of pesticides, still a long way to go to catch up with large multinationals.
The situation of safe use of pesticides in rural areas is not satisfactory. Xia Jinyuan, Director of the National Agricultural Technology Extension and Service Center said that many farmers took no protective measures when spraying pesticides suffered from pesticide poisoning at different extents, highlighting the importance of specialized protection.
In addition, the participants concerned about perfecting legal framework and regulations. Wang Lejun, Deputy Director-General of MOA Department of Industry Policy and Law announced that relevant departments were revising the Regulations the Control of Agricultural Chemicals to ensure it can meet new requirements and address new situations. The main task for the revision would be to promote the development of enterprises and ensure the safety and quality of pesticide products.
Zhang Yanqiu, Director of ICAMA, said that pesticide export was reduced during the period from January to September of 2009, with only 780 thousand tons exported, marking 3.8% down from the same period of the previous year. The ex-factory prices of technical products dropped by 17% and that of formulations were down by 5.4%. 2009 has seen the most difficult year in the development of the industry, so to speak. Zhang stressed that five aspects of work should be carried out for the development of pesticides, namely, raising the threshold on the registration of new products to reinforce optimization; accelerating enterprise restructuring to promote integration; encouraging innovation to advance brand strategies; strengthening technical guidance and propelling scientific application, and perfecting legal framework and pushing forward management standardization.
