Association of Official Seed Certifying Agencies (AOSCA) announces leadership transitions

Clayton, Georgia, USA
February 16, 2026

The Association of Official Seed Certifying Agencies (AOSCA) announces recent leadership transitions following its Board of Directors meeting.

Michael Bouck, of the Utah Crop Improvement Association, has been appointed President of AOSCA, succeeding Doug Miller of the Canadian Seed Growers’ Association, who is stepping down after a period of dedicated service.

“AOSCA is fortunate to have Michael Bouck step into the role of President,” said AOSCA CEO. “His deep understanding of certification systems and his commitment to strengthening relationships across states and borders will support AOSCA’s mission and its members well into the future.”

AOSCA also announces that Matthew Young, of the Tennessee Crop Improvement Association, will assume the role of Vice President, filling the position previously held by Bouck.

Michael Bouck brings extensive experience in seed certification, seed standards collaboration, and industry engagement to his new role. His leadership within Utah Crop Improvement and his long-standing involvement with AOSCA position him well to guide the organization’s continued work supporting high-quality, science-based seed certification systems.

AOSCA extends its sincere gratitude to Doug Miller for his exemplary service as President. Representing the Canadian Seed Growers’ Association, Miller brought valuable international perspective, technical expertise, and thoughtful leadership to the organization. His contributions strengthened collaboration across North American seed certification systems and supported AOSCA’s mission to maintain credibility and consistency in seed certification.

“We thank Doug Miller for the time, insight, and professionalism he shared with AOSCA,” the organization noted. “His contributions have left a lasting impact, and we are grateful for his dedication to the seed certification community.”

As President, Bouck will work closely with the AOSCA Board of Directors, committees, and member agencies. As Vice President, Young will support the Board and contribute to strategic initiatives that advance AOSCA’s goals and services to its members.
