Job Purpose
Under the general direction of the Transformative Policies and Investments (TPI) unit Leader, the Senior Monitoring and Evaluation Specialist will serve as the technical lead impact oriented and gender-integrated monitoring, evaluation and learning in ClimatePRO, Seedqual and HER+ activities led by IRRI in India and Africa. She/he will be responsible for conceptualizing, planning and executing gender-integrated MEL plans for these projects/initiatives that is consistent with international and CGIAR M&E principles and standards. The Senior M&E Specialist will work closely with IRRI researchers and partners. She/he will engage in information exchange and present research outputs (peer-reviewed publications, reports, policy briefs) in national/international workshops and conferences. As senior specialist, the successful candidate is also expected to supervise, coach and guide scholars, researchers, interns, prepare and provide trainings as needed.
Roles and Responsibilities
- Design and implement Impact Oriented and gender-integrated Monitoring, Evaluation and Learning System for ClimatePRo, Seedqual WP6 and HER+ WP2
- Promote gender-responsive impact and evaluative culture in IRRI projects operating in Odisha
- Generate evidence-based learnings and formulate recommendations for plausible impact pathways and theories of change designs and implementation
- Document evidence of project impact along sustainable development goals
- Contribute to improving individual staff capacities for gender-integrated MEL in IRRI ad CG and non-CG partners, as time and resources permit
- Meet with supervisors/project leaders and/or collaborators to discuss the scope of specific evaluation areas, and MEL needs and opportunities
- Coordinate and monitor activities on a regular basis to ensure the efficiency of the research process/operation
- Manage related activities such as services sourced out from other units and/or contractors
- Report to the Impact Evaluation and Learning (IEL) cluster leader and the Project leader regularly
- Analyze, interpret and formulate recommendations from evidences
- Ensure accuracy of data in reports and research papers to be published and presented at seminars and conferences by analyzing and verifying experimental outputs
- Guide field officers/trainees/interns for collecting data for MEL
- Organize and coordinate trainings related to MEL
- Contribute to research leading to evidence-based policy advice
- Contribute to the content of scientific journals and/or web-based publications
- Present research studies at seminars and/or conferences (local/international)
- Ensure that monitoring and evaluation systems meets quality standards but still maintains practicality.
Qualifications
Master of Science degree in Agricultural Economics, Rural Management, Development Studies, Management or related fields and at least 4 years highly relevant work experience OR
PhD degree in Agricultural Economics, Rural Management, Development Studies, Management or related fields and at least 2 year of highly relevant experience.
Skills Required
Mandatory:
- Has proven technical proficiency in gender-integrated project monitoring, evaluation and learning, and evaluation research
- Has in-depth and practical understanding of applications of conceptual frameworks and qualitative and quantitative methods for outcome and impact evaluation that are gender-integrated
- Has proven experience in performing monitoring and evaluation in agriculture for research development within the context of landscape approaches and climate change adaptation and mitigation and with a focus on gender-integration
- Has experience in using STATA, SPSS or R
Preferred:
Has experience working with CGIAR centers and CGIAR MEL and IA standards and understanding of gender in agriculture and food systems.
In addition to the base salary mentioned above, IRRI also offers the following allowances:
- House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
- Transport Allowance: A monthly transport allowance of INR 5,000
- Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
- Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
- Education Allowance: INR 1000/- per child per month (limited 2 children)
